Meet Our Newest Directors
SARMA is pleased to introduce Michael Chipley (pictured, left) as our new Director and Executive Vice President, and Anthony Beverina (right) as our new Director.
Dr. Michael Chipley has over 28 years of consulting experience in the areas of Program and Project Management, Energy and Environmental (LEED, Energy Star, and Carbon Footprint); Critical Infrastructure Protection and Analysis; Building Information Modeling (BIM) Technology; Base Realignment and Closure (BRAC), and Emergency Management/Disaster Recovery. Dr. Chipley served 24 years as a Civil Engineer in the US Air Force and has been consulting since 2001.

He is an adjunct faculty member at George Mason University where he teaches the Infrastructure Security Engineering, Building Security, and Building Information Modeling courses. Dr. Chipley is the principal author of the FEMA 426 Reference Manual to Mitigate Buildings Against Terrorist Attacks, FEMA 453 Design Guidance for Multi-Hazard Shelters; co-author of the 427, 428, 429 and 452 FEMA risk mitigation series publications, and developed and taught the FEMA E155 Building Security course.


Anthony Beverina is the Co-founder and President of Digital Sandbox, a firm that provides analytic tools and information products to government agencies and large enterprises, enabling them to optimize their strategic, policy, and budgetary decisions based on risk analytics. At Digital Sandbox, Mr. Beverina is responsible for setting the company's strategy for existing and emerging analytic risk management markets and for establishing product-based solutions for Homeland Security and Public Safety agencies at all levels of government. He was the driving force behind the establishment of Digital Sandbox's Risk Analysis Center, a suite of software and services that enable public safety risk managers to assess, prioritize, and manage their risk and needs. Mr. Beverina established Digital Sandbox's State and Local Government practice and has overseen its growth from early pilot implementations to a nationwide ecosystem of interconnected risk management, preparedness, and intelligence fusion programs. Mr. Beverina was also instrumental in advising the Department of Homeland Security on policies and procedures to transform its Homeland Security Grant Programs through implementation of risk analytics to help allocate billions in grant dollars on the basis of risk.
